What meaning of citizenship in global citizenship education?


Although there has traditionally been a strong entanglement of citizenship with the national community, today this is no longer the only frame of reference for citizenship education at school. But in a legal sense, citizenship often remains based on national principles.

What does this situation say about the meaning of citizenship in global citizenship education? Is global citizenship not real citizenship and global citizenship education therefore a toothless tiger that gives young people vain hopes for an impactful role as a global citizen? Or is global citizenship education a powerful political program for change towards a more just and sustainable world?

In this issue paper we investigate these questions and examine whether global citizenship can be reconciled with the classical, rather national interpretations of citizenship and citizenship education.
